Functions

The Department is mandated with promoting best practices in climate change adaptation and mitigation strategies to enhance the country’s response and capacity to manage the impacts of climate change. The Department is tasked to:
• Review and coordinate the implementation of climate change conventions and any related instruments annually;
• Promote the adoption of clean and renewable technologies as climate change mitigation measures;
• Promote education, training and awareness on climate change adaptation and mitigation on a quarterly basis;
• Compile reports under the climate change conventions and any related instruments e.g. Bi-annual Update Report (BUR), National Communications in accordance with international conventions;
• Provide technical guidance to the Designated National Authority (DNA) under the National Environmental Council of Zimbabwe;

• Plan, formulate and review legislation on climate change;
• Assist in reviewing e and approving Clean Development Mechanism projects under the Kyoto Protocol;
• Coordinate and implement government and donor funded climate change projects in Zimbabwe as provided for in the Climate Change Responsive Strategies;
• Develop action plans for the implementation of the National Climate Change Response Strategy and other climate related documents in consultation with relevant stakeholders;
• Ensure public and stakeholder participation in climate change adaptation and mitigation programmes;
• Plan, formulate, review and coordinate policies in support of climate change adaptation and mitigation;
• Coordinate the domestication and implementation of bilateral and multilateral agreements relating to climate change adaptation and mitigation;
• Promote communication and advocacy on climate change;
• Conduct annual research on climate change issues;
• Develop policies and programmes that promote growth of green strategies and low carbon development to attain a climate neutral Zimbabwe.
• Provide climate change information to stakeholders within five working days of receipt of the request.
